All of the 1602 distributions should have the rest of the documentation from the date of the release. I suspect that a "cvs update -dP" before building the final documentation would have pulled in the missing files (advocating that people use -dP with update :-)). Maybe the 1602 distributions should be repackaged with the complete documentation.
