Hi Bill,
Python has no support for Windows group policies.  It would be possible to force the browser to operate in a particular folder hierarchy or set of hierarchies by adding a few lines of code to one of Chimera's Python files.  Let me know if you want that info.  Even with that restriction in place, it would be possible to access any part of the file system by directly using Chimera's Python shell, though that would require more expertise that using the file browser and would presumably be deliberate rather than possibly accidental.  This "hole" isn't limited to Chimera though -- any program with a Python interpreter built in (or even Ruby/Tcl/etc.) would have it.
