The surface doesn't have charge associated with it.  I guess you mean the electrostatic potential at a point on the surface.  Here's a Chimera mailing list message about how to do that.

I was wondering if any of you knew of a way to determine exactly what atoms occur on the surface of a molecule or how to get the exact charge at a point on a surface.
