The screenshot below shows how it looks for me since I am on a mac; it would be slightly different for linux or windows.
(2) then you click the link for the file you want to download. For example, for me it could be "chimerax-daily.dmg" if I want the daily build. Then it shows the non-commercial (academic etc.) license in the webpage with an "Accept" or "Decline" button on the bottom. It looks like this
(3) Then you click the "Accept" button and it will start the download
If you are getting a commercial licensing page which is asking for license key (instead of the non-commercial download process shown above), it is because our system identifies your computer is coming from a commercial network. Some people said this is caused by their VPN. You could try turning off your VPN before download, or downloading when you are a different location (home or work or university depending on what you already tried). if you still can't get the academic download page, then please check what network your computer is on and send us that information.

You should see three buttons that say "Decline", "Accept" and "Print this page". I don't know why they don't appear for you. Deactivate your ad blocker or try with a different web browser maybe? The buttons are displayed and work as they should for me when using Firefox with uBlock Origin active.

Did you try clicking on the download link Elaine sent? It takes you to a list of installers, and when you click on one of these download links you will be shown the text of the academic/teaching/personal use license (there is even a button to print it).
