In the pictures it looks like part of the structure is transparent.  So I think when you say "blur" you mean transparent.  You can control that with the "transparency" command.  You could make part of the cartoon transparent, or you could make the whole cartoon transparent and only the stick part not transparent.   Example 1, show only sticks near the ligand and make the whole cartoon 75% transparent ("target c" means the cartoons only) but leave the sticks not transparent:

open 2gbp
hide atoms
show ligand :<5
transparency 75 target c

Example 2, make most of the cartoon transparent, except make cartoon of residues 10-55 in chain A not transparent.  Of course you can use a different value than 75%.

open 121p
transparency 75 target c
transparency  /A:10-55  0  targ c

If you don't include "target c" the default is to work on surfaces only, so nothing would happen in this case.  You can use "target a" (atoms), "target ac" (atoms + cartoons), etc. as explained in the help:
